The first word in the second line is Chao Stadium. I think it's saying the Chao Card opens the Chao competition area.

Found another unused item:

It's called 0 ITEM STAND. It has slanted sides and the corners are flat

It has its own animation too, the lights slowly fade out

And the top disappears. Then it reappears again and the cycle repeats.

That looks like that might have been an early version of the alter for the Master Emerald? I mean I immediately thought that when I first saw Sonic standing in it, and looking at it's design. It looks like an alter to me.
And if it's not, it looks like something for use on the Egg Carrier.
I don't know.
EDIT: Tweaker, now that you mention it, it DOES look like something the upgrades would be placed in.

I agree with Tweaker on this one. The game calls those power ups "Items" I think. Although I don't know why it's only (?) in Mystic Ruins, it should be where an item should be collected.

Its worth noting something about debug mode here. Many objects have special instructions that can be modified in the different ANG or SCL options, usually explained in the item description. For example, let's take our mystery item here:

Look at SCL X. To the right it says "Item No (0-1)" This means there are two subsets of this item in the game. Let's turn on scale mode.

Press A+X. The Sub mode will change to rotation. Press it again, and it will change to Scale. Now, by using the X,Y, and B buttons, we can modify the scale of the item. X and Y handle the X and Y axises, respectively, and B takes care of the Z axis. Now, let's change the X scale to 1.

What's this? a different type of head for this item has appeared!

All of the Tikal settings have a nice message saying "Don't EDIT!" in red text. Obviously they don't want you to mess with it, as it can break things.
