The only airing I would imagine is if there was some channel that aired American and other foreign cartoons in the 90s, similar to the International Channel that used to be available in the US which would randomly air unsubbed and sometimes officially subbed anime.
I agree. It's also possible some Japanese TV providers had non-Japanese channels as well. That happened often back in the day and isn't uncommon today too.
