These also come from Ueberschall Techno Identity Developer Kit. 07GROOVE Sonic 3 DAC sample 'AA' - GO This is a pretty common sample, I heard it on some Konami/Bemani music games. Not the origin though obviously. 37G_D.LOOP Sonic 1 snare rears it's head again. I still can't find the stand alone sample though.
Sonic 1 Snare, directly from Roland TR626 Sonic 1/2 Kick drum can be heard in Super Monaco GP in higher quality. The 'GO' sample comes from this song and appears at 1:56 (WhoSampled.com helped me in this one!)

This is surprisingly very accurate to what is used in Sonic 3! Unless there are other songs that also sampled the 'Go!' and 'Come On!' sample, we can say these are the origins, or even the inspiration behind what we hear in the game music itself.
So I was playing around with my Korg Legacy M1 VSTi and noticed that the instrument "Busy Talk" sounded a lot like the lead from the Robotnik theme in AoStH. I quickly threw this together to demonstrate it. I did a quick search on 3 Coins in a Fountain, a title that many songs share, but couldn't find this one (perhaps it was an original composition by Carl Stalling). It's not helpful that it's the only track in the cartoon without a punnified artist title.
Its also in that zero-g library that the "turn it up" sample is from. I have no idea who took it from who though. @retroman: Nice find!
