Cartridges = DS / GBA / Gizmondo, Discs = PSP? And I wouldn't be surprised if it was a compilation of all the Sonic Cafe games either.

 

All of the non-portable consoles also use discs, though, and all of the games I saw registered there showed the same description thingy, even the console (non-portable) games, so Gems Collection is just as likely going to be for GCN, PS2, or XBOX as it is going to be for DS, PSP, or Gizmondo. (That was a long sentence.)
Despite that, I stick to my earlier opinion in saying that I hope this is portable.

Sega are supposed to be working on games for the zodiac as well as the gizmondo, and I haven't heard of any specific games for it yet, so maybe..
