This would be a good time for someone here to lowball Sega and start trying to take over their #1 spot with shameless signature advertising.

This is true. However Sega could decide to be difficult and require the fist answer to be something like "3 acts per zone. (Only one in Final Zone)"

 

Incidentally, this is exactly what I said. I also covered the potential loophole of Labyrinth Zone having 4 acts, too.

 

Or they could be more technical, although each zone had only 3 acts, Labyrinth had 4 since Scrap Brain 3 only used a SBz pallet adaption and music. SBz would still have 3 as Final Zone is part of Scrap Brain.

If they really wanted to start a shitfit, they'd kill Shadow earlier than the final day.

3 acts in Sonic 1, Sonic 2 is where you first become Super Sonic, and a bird and an insect in the Sonic 1 special stage. Boit.

They're already over 200 posts. That's pretty cool. Although I have to admit, I'm kinda disheartened that Tikal got the boot. I suppose I just liked that character far, far more than the other 'explain the plot' ones...
