    I'm guessing the Digitizers had a function to just arrange the created graphics on screen to see how the level would look like, and make this kind of mockups.

    I mean, you can do that even with MS Paint...

    My theory: They have 10% of the completed levels in this alpha, likes Wood Zone, and they have to take screenshots for previews in magazines, SEGA tell they to take screenshots, they make moku-ups based on the tiles, enemies, rings and etc they have at the time.

    They used a special device that could only show 8x8 tiles at once. They had to put it into the game and take a screen shot of it to see the result.

    But she say it was totally random, I think they don't open the game, they take the graphics and make a moku-up based on the Dust Hill layout.

    I think the artists are not idiots to make this error, they put on magazines.
