.CSB Packer?

Well I've decided to hack Sonic 4's music, but they're in a .csb file. It wasn't a problem since I unpacked it and replaced the music I wanted, but now I'm stuck at one part: A csb packer.
I've looked everywhere (Even here, but I didn't fully explore the Sonic Generations Hacking topic), and I did not find one, all I found was the Street Fighter 4 csb Packer, but it just keeps saying "File type not supported".
Anyone know where I can find one of these?
