Sonic 1 - Debug in ending?

I was bored, so I dedicaded to play Sonic 1. I have gone to level select (I don't renember code for debug), and gone right to the final zone. When I have beaten the final boss, I holded A button until the ending. And for my supprise, it somehow enabled the debug in the ending, so you could press B and move around the small ending area and place some animals.
I tried it again, without the level select, and it worked too.
Do anyone know why this happen?
