From a computer, you'll need to transfer the contents of "/Android/com.sega.sonic2" (I'd assume the same naming for Sonic 1, minus the 2) from your old device to the new'un. The /Android/ folder is usually located in the root of an android devices storage. Play Games cloud storage only stores high scores and achievement currently, IIRC.

Sorry, I didn't see the bug fix topics. I find it strange that people are saying they can't find Sonic 4 on Android devices because I saw both episodes downloadble on the Amazon Fire TV.
