Otherwise, his birthday is only celebrated on a five-year cycle like just about everything else. So his 25th would be the next one... Duhh.

It's still his birthday. That's like saying "why should I go to your party when you're only 21." Yes, it's not as big as his 20th, that means we should just completely ignore it?

It's just that I'm used to fictional characters' birthdays not being celebrated every year. Usually it's only on milestone years like the 10th, 20th, 25th, 50th, 75th, and so on and so fourth.

Well of course his 21st doesn't really matter. It's just more of a "hey what a coincidence" sort of deal. Only the most hardcore of fans will actually give a rats ass about the day (beyond the 5 year mile stones and such), and even then it's hardly worth running home about. I played some Sonic games, I didn't throw a parade for Sonic in his honor. It's just fun.

I PLAYED SONIC 06! Not really. I just went straight up Sonic 1 and beat it in one sitting.
