Wouldn't an interactive title card sort of defeat the purpose of it being a title card? Especially if you're going to input a Start button to actually transition from the card/minigame to the stage.
Perhaps... As I earlier suggested, I may be taking the interactive aspect of my project a bit into overkill territory... just a thought I had today.

It's interesting, but unless you purposefully limit it to something like, say, a simple Game & Watch type of deal or as a small distraction while the stage loads (I guess like those in Namco-Bandai games, right?), it sounds a little too grand - unless you just make 'em unlockable minigames to play from another menu outside of the main gameplay.
An idea was mentioned of a slot machine before Casino stages... I actually like that. One idea that I had was have some kind of active scenery that would appear on the title card, next to the name of the zone... something that would look flashy... for a Casino zone, it could be a Slot Machine... this type of graphic could be unique in that it could allow for a chance of rings prior to the start of the zone... as someone suggested earlier... Certain other zones could have similar features if allowed.

Oh, is your game idea using 2D or 3D? Also something to consider, obviously.
My project is 2D, and is actually being done directly in the style of the Genesis trilogy games... hence the trilogy title. (I put a couple early screenshots and a mockup on the Fangaming Project Screenshot forum... it's all very early WIP) Right now I'm in a bit of a brainstorm mode since the engine is giving me trouble... and I'm rage-quitting on it for now, and working on other stuff... that and I feel too unmotivated to put this kind of effort into my real job. LOL
