If you want my opinion on this, unless they somehow had eaten up all but a few bytes in the original game, chances are that such a change wouldn't require a larger ROM for starters. I mean, it's just a new controller reading routine that replaces an older one (which means some space gets reused), in fact they don't even need the Start button IRQ anymore (which means even more free space).
