Its just over-scan, all consoles, TV programs, or shit did this before the LCD era, hell, even the NES took advantage of it, if you played any NES game on an emulator you will see that the right part of the screen constantly glitches on platformer games like Megaman, or Mario.
Still this made me remember how awesome it looks to play my Mega Drive II on my CRT screen ...so smooth, and colourful.

Actually, most Mega Drive games tend to look uglier, the crisper they look...

It's one reason why I originally had good fun with the first gamecube sonic collection, nice sharp yet not completely eye bleeding sharp images over scart/rgb, One thing I have always disliked about pc megadrive emulation is that you have to rely on a filter unless you want the image looking like it was made out of lego, playing on a SDtv is much nicer for me.
