Alright yeah, I see that the bubbles weren't meant to be placed now.
Vincents right RGX.. the lines on the gauges looked messed up, almost as if someone scribbled all over the bottom portion. After seeing people's suggestions for the gauges I wanted to ask something myself: Is there is a reason why the lines on the gauges are drawn all crooked and out of place? Its looks as if you did a quick edit of the gauges and never bothered to straighten the lines out and align them properly.

It's could be a common vector align problem!
Flash simplifies the edges when rasterizing the file, while Illustrator or Photoshop does not.
Which file format are you using now?
Are you exporting it into pngs?

Lets just say I'm not using a very good method.... but I save the image as BMP in paint.

Ok, than we spotted the problem! 
I too exported my frames from Illustrator's clipboard to Photoshop to resize it because I was drawing with 300% scale..
Result was they were completely different each other and presented garbled or blurred edges.
To fix this, resize to 100% your original art, and only export the frame from Flash, therefore avoiding clipboard pasting at ALL costs!
Which Flash ver are you using? Can it export to transparent pngs?

Ah ok, thanks for clearing up my question RGX. The zoomed-in version you showed looks really good!
OK, one last thing I want to suggest, then I'll stop. The shadow you've applied under the arrow on the gauge, when zoomed out, doesn't look quite right. It looks like you used a radial gradient to shade that section. Have you tried inverting the radial gradient such that you get a rounded dark edge around the outside of the radial gradient and the white from within? You might want to try a technique like that and reduce the amount of shadow that is present over the gauge, so it doesn't blend in with the arrow so much as it does now.
Here's a quick example, though I didn't use a gradient, I just painted the shadow in:

I actually agree with ICEknight. The gauge looks much better without those additional lines, imo.

Yes, that's the correct way to export it!
The arrow on the left gauge results a bit aligned to the right, try moving it a bit on the left, so it appears perfectly uniform with the other one!
I think FLASH CS3 should have "pixel preview mode" in "view" menu to help you out!
It's great to test the actual results! :D

This is becoming very frustrating...
I align them perfectly in flash but the alignment problems only seems to happen during exporting.

I gotta agree, the one with just the arrow looks better, as well its not affected by alignment issues and its more visible without being cramped with the black lines..

This version is clearly more visible (arrows were almost covered into metal in the previous one!)
But it is too flat!
Why don't you try to place only lines on the upper part? (with them being distant enough to do not touch each other and cause garbled pixels)
