So out of boredom, I've been trying to decipher the Act 2 lyrics, and I think it's 100% Accurate.

For fun, here's the Act 1 lyrics:

Not bad. Some of this is pretty accurate, although I've read enough versions on YouTube as well to get a general idea of the lyrics. Two things though:

1) "I carry the day, hey, get the, (Nananana) Run!" - The last word is actually 'Madness', not 'Run'. It's the same sample used a few more times after this, although it's pitched down a few times in it's subsequent releases. I'm surprised no-one else can hear this, as I thought it was pretty obvious.
2) "Welcome to the New World Eggman Empire!" - I think this line has been somewhat confirmed by Tee Lopes himself as being 'Welcome to the rule of the Eggman Empire', which was pretty much given out as a hint in a tweet a while ago. I can hear that, and your interpretation though, so I'm unsure.

I cannot seem to find this tweet either. I swear if was at the end of August/start of September. I don't want anyone to feel like I'm spreading false information, so my apologies, but I definitely remember reading it.
It would be nice to get some clarification on a few liens though. While most seem to agree with the bulk of this stuff, there's a few lines that I've seen some very contrasting takes on.

It's hard to even transcribe the lyrics since they have the same issue with the original Sonic CD tracks (which is a good thing/meme)

Literally spent a solid hour revising this like a mad man.

Interesting. I heard a lot of funny variation of the lyrics such as "See the pattern that I am defeated" but yeah, beautiful music! :)

The lyrics make the already awesome music even more rad. The "Welcome to the new world, Eggman Empire!" is epic, can't help but trying to sing along, now.

Assuming your takes at cracking them are correct (and they sound correct to me...), this all makes me curious though about the development process of these tracks; the lyrics don't appear to be random, they even talk about Sonic and the Eggman Empire. So somebody wrote them, and somebody sang them. It seems to me like a lot of (uncredited) work considering it's just for a filler rap in an otherwise lyrics-free song.

I'm a complete ignorant in the music field, it would be cool if Tee, or the mixing guy he occasionally mentions, could comment on that.

Regarding the lyrics of Metallic Madness' rap. I'm pretty curious as to why Tee Lopes is reluctant to share the exact lyrics. I searched a bit and found these examples. He confirms he knows the lyrics, but won't comment on them.

Any particular reasons he would do that? What kind of legal problems could he have?

PS: I suck at conjugating verbs.

I believe it was Stealth in his "unofficial developer playthrough" who confirmed that it was Tee Lopes himself who voiced the raps in Metallic Madness. I don't remember an official word on who wrote them, but I would assume it was also Tee, possibly with some feedback, suggestions or assistance from other members of the Mania team.
