I like the blinking icons, but the rest of the mods don't make much sense. Flickies acting like shields is really weird, there's no in game explanation for them being able to block projectiles. Not losing flickies if you're carrying rings also makes zero sense to me. I get it that he's trying to make the game less frustrating, but it looks kinda half-assed when there are no explanations for the new rules inside the game's world.

Yeah, the games were definitely presented differently in Europe and Japan. Here in Brazil, Sonic Blast was released on the Master System (and a lot of bugs related to the screen size were never fixed!) maybe a year after 3D Blast was already out, and I really wanted to buy it. The only thing I knew about it was that Knuckles was playable, so I had to have it. I was surprised to see how different it was from 3D Blast, but I still thought it was pretty cool!

I played Sonic 1 on the Master System a lot back in the 90's, but a couple of years ago I was surprised to hear from someone that you couldn't recollect rings in that game. Turns out you really can't, so I either never noticed it or completely forgot about it.

It's so they can do this:
i.e., tag Sonic Blast for the Game Gear along for the ride.

Wow, haha that's actually shocking and basically tricking people into buying a completely unrelated Game Gear title! That definitely makes sense though, I never thought too much about that connection before, daymn.

The connection between Sonic 3D Blast and Sonic Blast is quite obvious, with the similar names and the pre-rendered graphics. They're completely different games (hell, even Sonic Labyrinth is more similar to 3D Blast, being about collecting stuff in isometric levels), of course, but so are the 8 and 16-bit versions of Sonic 1 and 2, so it's not unprecedented to have similarly named games being released together that are actually mostly unrelated.

Is there enough VRAM space left to implement floor textures? I know Diamond Dust has distinguishable frozen floors, so I wonder if the lack of textures is just because of lack of space or if there's another reason. This is the one thing I really miss in the Genesis version, the flat tiles look kinda out of place with the nice pre-rendered graphics around them. I guess that slopes would consume a lot of VRAM space if they were textured.
