Foreground: looks like it belongs to SCD (very pseudo 3d looking, yet even structures)
The "cave entrance" could be SCD if more detailed "cave background" platform style very uncommon in S2 yet, this does not fit anywhere. the Crodolies are rather a SCD style! (reminds me of some QQZ badniks)
The background however does not belong to any style if you ask me: selcetion of colours: SCD, but far to simple! where would all those paralax layers heavily used in Sonic Games be? The sky is some kind of S1 style....

In that DHZ pic, the background sky is "S1 style" because... it's taken straight from Sonic 1. So are the buzzers enemies. Most of the stuff for DHZ hadn't been made yet. The marketing folks had to recycle items from Sonic 1 just to fill up the space.
And there's little evidence that the idea of DHZ had left Sonic 2. The games were worked on by two separate teams with little communication with each other. They didn't share code, they didn't share sprites. You'd notice even the spindash was implemented slightly differently between two games.
Oh, I didnt Know that there were 2 teams, but I guess if look the levels in Sonic1 seem darker than the Sonic2 ones. If that means anything....
He ment the people who made sonic CD were a whole different team then the ones that made Sonic 1, 2, & 3.

I know that there were different teams
but Sonic games were always presented in a certain style, that goes for graphics same as Level settings and style as anything else...
these things actually made a sonic game into a sonic game
As far as I know the buzzer in the top left corner of "the" DHZ pic is the same as in EHZ the S1 ones looked very different

Yes, it is the buzzbomber they just reused that idea for emerald hill, like it was called Green Hill before and used the same badniks from Sonic 1 Green Hill like the chopper(that fish guy), even that Snail from the prototype remind me of the Motobug.

Come on, it's exactly the same as in EHZ!
When you think of "badnik recycling" well, then almost all of them were somehow recyled & redesigned in later games...
a bit offtopic, but:
as far as linkage betwenn Sonic2 and Sonic CD goes:
look at the badnik in S2's MZ that throws its claws in your direction!
and now, look at the badnik found in SCD's CCZ! find similarities?
I think there was much more interaction in those games as believed though developed by totally different teams (the claw bot DEFINITELY was a sonic 2 idea with no precedor in S1)
