As you may or may not know, Sonic Advance 3 beta was obtained from two sources. The one obtained from #gbanow via #gbatemp has a small change and the following footer:

Quote

STOLEN FROM GBATEMP - THIS ROM IS MODIFIED TO IDENTIFY THEFT - INTERNAL COPY ONLY - DO NOT DISTRIBUTE!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

In case you're scared of this (I know someone will be) I've created an IPS patch. Patch the ROM containing this footer with the IPS patch and #gbatemp will be none the wiser!

So does this just turn the old ROM to the new one?

Yes, which is the closest thing we have to the original unless you can prove otherwise. Not like anything important could have been removed from the clean ROM without damaging the game.

Actually, the one with the message at the end is closest to the clean ROM than the one with the added FF padding...

Open it in a hex editor, scroll right to the end.

You can patch any file with an IPS, I would think. It's just most commonly used with ROM hacks. There might be some size limits or something similar, but I don't think there's a file format restriction.

IPS files use 24-bit addressing, so the limit is 16MB + 65,534 bytes.
