I'm looking to set this up so I can code for the Megadrive in C on my laptop (since booting up the monolith to write code for a dead console is silly in the extreme). However, trying to follow instructions on the Internet has resulted in failure. I'm hoping someone here has better understanding of GCC and could tell me what to do, as #ubuntu has been reticent and there's no more specialised chatroom which remained relevant.

Well first of all, Ubuntu is mainly targeted at Linux newbies, so asking an advanced question such as "how do I use GCC to write code for m68k platforms" will not really get you anywhere there. Mainly they are more suited for answering "how do I make my wireless card work" or "how do I update my computer".

A quick Google for the string [GCC +m68k +Linux] has brought up some RPMs with GCC for m68k cross compiling, but you're on a Debian-based distro, so this may be of more use to you.
