What's up with the orange Sonic? Did they just invert some of the colors in the image and call it a preview of the bad future? But also, blue arms Toei Sonic and that time transition screen looks very different from what we ended up seeing.
I think they've got their colour channels mixed up - if you swap the red and the blue you get something similar: So I think it's a printing error. Or maybe they did it on purpose for some reason.

Placeholder for the time travel signs where they audibly say "Past" and "Future"? That's my guess. This is a really cool find!
Sonic's arm is blue in that one shot of the intro :v: Is there a frame like that in the retail game? I didn't think Sega had a relationship with Korea to the point of providing preview builds to magazines. I guess that's thanks to Samsung.
The printing errors seem intentional though. When 75% of the screens are correct why would 25% be incorrect?
I don't know how much of this is sourced from Japanese magazines - it was generally the case for a lot of smaller European mags, that they'd import copies of Famitsu and get someone to make sense of them. And the great thing about South Korea is that it's not very far away from Japan. But, as you said, Samsung were definitely on top of things, and there's a lot of Korean-specific stuff in these magazines suggesting there were definitely Korean writers on board.
That's the same thought I had at first, that it's maybe like many other magazines in other Asian regions where they just stole pics from Famitsu. I guess I underestimated the fact there's still lots of JP magazines we don't have scans for yet, so who knows.
Wow, this is an amazing find - more of present Palmtree Panic with the Past background as seen in other early shots, and that "YOU SAY!" sign is definitely new. Also, the unused Time monitor is seen in one of the shots! Great to see that new prototype shots can be found even now! = D
That 'you say' thing is the end of level signpost. I'm searching through the wiki and there are other shots of this build (around February 93) and they show smaller signposts with Future, Past and Present written on them, like the final.
Nice find! Could have been a case of the mag thinking 'well need to show time travel somehow' and messing with colours. But still, this is great, that signpost. Hopefully more will be uncovered!

Those scans look like they come from the build with a more consistent Palmtree Panic present (the one with the level layout that resembles the other time zones). God I hope for a miracle find of that build sometime.

This is a really early build - this is the February 1993 issue of Mega Drive Fan. At more than seven months before release, we're talking similar timespans to the Sonic 2 Nick Arcade build and final game.
