Getting Started What's the most up to date software?

OK.. I have an idea for a hack. Not sure how do-able it is, or even how playable it'd end up being, but I'd like to give it a go.

So, as a beginner, (but someone who can code), what's the most up to date list of software to get me started with all this hacking malarky?
(preferably using Sonic 2)

(I thought it was worth starting afresh with this topic, so it's the most up to date. But we could really do with a frequently updated sticky with this info)

A hex editor, a tile editor, TSDC, and SonED is all you need. Lost library is also a good one to have, but not required.

The things I use for my hacks are :
Soned,Sonik sprite,Hex workshop and E.S.E.
(My shadow in sonic 1 hack is almost done :D )
