Why do some hacks still use S1 REV00?

Not actually a big deal, but I'm always disappointed when I download a hack and see the ultra-flat parallax. Is there some disadvantage of using REV01 that I don't know about?

Because the REV00 ROM was disassembled, thus, it is default revision automatically.

Some disassemblies "may" have a setting, along with a copy of the REV01 code and will use one over the other dependent on this setting, though I have not been made aware of such a setting since I don't use the recent disassembly that's available. Likewise, if it's set to REV00 by default, you are increasing the chances of REV00 being used. There is a guide which supplies code and direction for REV01, but again, default is REV00, and it's down to effort. Likewise, you have ROM's which generally do not care about the background scrolling as it's not the focus, such as concept ROMs.

I tacked REV01 on to the REV00 disassembly as a sort of extra, so it didn't occur to me to make it the default. It should be the default though.
