No, but it should be. Most things should be. I think the idea is that television companies could purchase this footage (without watermarks), so what you're seeing there could be from some genuine news coverage from back in the day. So the search technically isn't over
At first glance I thought it was Casino Night Zone, but that section doesn't look like anything in the game to me!
I mean, I'm pretty sure it is Casino Night Zone, that blue background looks like a pinball board using at least something similar to the final tile set (though you can't tell by the pinball board alone, but the background appears to have the distant city from the final as opposed the closer buildings in the proto tile set), but maybe the layout/tiles aren't quite final? Edit: Actually, taking a closer look, it looks like the first pinball table from the beginning of act 1 from the final game. The point targets look kind of weird, but looking even closer I'd say that's more due to the blurriness of the screen more than anything.

Here ya go. This is the spot in CNZ. Stars and everything seem to match up. If you're seeing other objects, that's due to the light reflecting off the monitor it's being played on. Some colors may seem muted due to the low resolution and compression of the video, but it's there.
