Sonic & Knuckles Collection Save File Editor

I have learned the entire format of the save file for Sonic & Knuckles Collection. But I don't know what programs and what steps to take in order to create a windows application. Can someone give me a hand? Basically what I want to make a simple gui with pull down menus, checkboxes, radio buttons, and functions in the background. I did this using java script on an html page. However, because java script cannot import and export files, I had to make the output as hex. You're probably saying You went through so much trouble over such a simple thing. But I just did what I had to using what I had. The page and graphics are attached.
NOTE:
The page may take 30 seconds to load due to heavy scripting. It's a 24 kb page, but it has 7097 tags on the page (that's counting the inside loop writes). Someone help me before I go to far lol. :P

You could use Visual Basic, it's got the stuff to make a decent GUI.

But it also requires the user to download runtime files. I'd rather learn assembler than put someone through that kind of torment.
