These sound like the SA voice actors to me. Just better direction, maybe... which is kind of sad.

Yeah, they sound about the same to me. Corey Bringas just tries too hard to sound excited in the actual game. Also the animation's worse.
The line sounds better, but my 90s slang is rusty. What does "getting roofed" mean again?

In that case, why the hell do they sound so much better in those ads than in the game? I was watching some cutscene footage of the game and the voice acting was awful.

It's the direction more than anything in Adventure- there's too much space between people talking- it's not always fluent, and the feeling of urgency/anger/seriousness wasn't always put across well.
But yeah, that's good ol' Drummond in those adverts.

Sonic Adventure was recorded with the actors trying to match pre-existing mouth flaps and (slow) animations. Compare how
wigged out the character models act with what they're actually
supposed to be saying.
In a commercial requiring fast delivery and designed with an English audio track in mind it's not as big an issue. Flaps wouldn't even need to match that well since they're on screen for such a short time.
