Sonic Pool was originally intended for Sonic 3D on the saturn. This is something totally new, and not based on the original pool engine by Adrian and Peter.

Well they look to be the same from that Saturn SDK, so they probably just used those as a placeholder.

They are the same models, and have were used in this version of the game, as they looked better than the sprites, in the creators opinon.

Rika Chou & Tweaker - Programmers rarely use animated models as placeholders. Which should hint to as what hxc said, this was later in development.
