Video reminds me of White Acropolis, but the name and concept remind me of Sonic Riders. Wasn't it going to be called Sonic Extreme Racing or something at one point? It sort of makes sense, since Riders controls sort of like Tony Hawk and has "Extreme Gear". But it could be homebrew. Nice find, I'd love to see more.
Yeah yeah, 2 pages late, but you just made me spew 7th grade memory-semen all over my screen. My pal from class got one of those Pizza Hut PSX demo discs, and we were up all night long playing as either Tony or Kareem Campbell in that old Warehouse. To this day, it remains one of the greatest gaming nights I've ever lived through.
I can't wait to see what becomes of this Sonic demo. Those videos are pretty sweet.
...now to go listen to Superman.
...fuck it, popping THPS into the Dreamcast now.

Christ I'm so sick of forum arguments.
I'm not fueling an argument, I'm just saying there are a lot of people there that rub a proto in EVERYONEs face until the entire world knows they have it and then say how they won't dump it because it ruins it's value or whatever. I'm not saying you are one of them, I just have a problem with those people who act all arrogant about their finds and then won't actually contribute to research and what not, but rather want to "protect their investment". It's cool, I didn't mean to offend you :p
Edit: Anyway, on topic I pointed him to the irc so if he wants to talk or w/e he can :p

And yes you can ride the rails.
The goal of the missions is to get a key and then open a lock. That ends the misson. I could swear the first time I played it I got to at least misson level 2 and then a 3... but it has been freezing up or sending me back to the game screen when I get the lock... maybe im missing something.
Then the combat is a small area with 4 sub-zones. There are 4 keys, 1 for each zone. There are grenades, firecrackers, homing rockets and mines that can be picked up and used against the other player or to destory crates. Also pressing the R and L triggers at the same time moves both players back to the middle of the level- not effecting key earned or boxes destoryed. I couldn't figure out a way to win/lose/leave without quitting.
Then there is the race level. It feels a lot like Sonic Adventure 2 battle- the first level. You go around a seemingly neverending track, then when you finish it boots you to the game screen.
I will hopefully have some more videos tomorrow about winning the first mission and the race part.

At the time, Tony Hawk's line of games were mad popular, if already starting to decline. The whole skateboard craze was in full force, Rocket Power was on the air...
So of course Sega would dick around with the idea of making a Sonic Skateboarding game, especially the already skater feel they were trying to give Sonic in SA2. Nevermind that around that time, a certain more mature franchise attempted its own skateboard knockoff, albeit not in a full game.
