Looks like it's part of the Sonic Dance Power series. They have nothing to do with Sonic apart from the cover art, and the music is just random dance tracks from the 1990s, which don't really need ripping.
It was released in Spain too, but with other name, and other songs on it. Here, it was called "Sonic Mix", and there were three of them. the first one used the same cover as that one, the second one used a sonic and knuckles pic and the thid one...I cant remember the third one.
